The rationale being that in-state students have paid taxes (sales and income taxes) within the country/state most of their lives and those taxes ultimately help pay for the university. Foreign tourists in India are charged more for similar reasons. Citizens work their whole lives (as have their parents and grandparents, etc.) in the country and help support the economy as well as pay taxes of various sorts that help support the upkeep of these tourist destinations, such as the Taj. In the case of these film oriented destinations, it is the Indian citizens who spend their hard earned money in the theaters, thereby giving these destinations a reason to be.
